After China's entry into the WTO, China's carton industry has developed rapidly, but it is also scattered and chaotic (I)

after China's entry into the WTO, the focus of the world's processing and manufacturing industry began to shift to China, and the corrugated box industry has achieved rapid development. Since 1995, China's corrugated board production has been ranked third in the world, second only to the United States and Japan. By 2002, the output had reached 14.8 billion square meters, an increase of 10.3% over 2001 through differential amplification and output amplifier amplification, surpassing Japan, second only to the United States, and ranking second in the world. The output in 2003 was about 15.8 billion square meters, an increase of about 6.8% compared with 2002. According to the estimates of relevant authorities, the annual consumption of corrugated board in China will reach 20billion square meters from 2005 to 2008. We have to pay attention to why this domestic large aircraft is called C919? Such a huge and rapidly developing market. As an important way of commodity packaging, carton has been deeply rooted in the hearts of the people and has made extraordinary achievements. Today, high-strength, low gram weight, colorful high-end cartons have been everywhere. The function of carton packaging is no longer limited to the protection of goods, but more to become a powerful assistant in commodity marketing. Unfortunately, although the domestic demand for cartons is rising, the overall production level of cartons is not optimistic. Large and small carton factories can be seen everywhere in the Pearl River Delta, Yangtze River Delta and other places. Anyone can open carton factories. The quality of carton enterprises is mixed. There is a big price war among manufacturers, and the coordination ability of industry associations is insufficient, forming a vicious competition that cannot be despised in the current carton industry. The profits of carton enterprises are increasingly stretched. It is heartbreaking for those who complain, sell factories in bankruptcy, and change to diversification. The packaging industry is an industry with a relatively low threshold, while the carton production is lower, which leads to the current chaotic and decentralized industry situation to a certain extent

first, the Pearl River Delta, Yangtze River Delta and Bohai Rim region have the potential of tripartite confrontation, but it will take a long time

the uneven level of economic development in various provinces and cities has led to the uneven distribution and development of corrugated box enterprises in various regions, and gradually formed three major production bases: first, Beijing, Tianjin and Tangshan regions, including Hebei, with an annual total output of about 3million tons; Second, the Yangtze River Delta region (Jiangsu, Zhejiang, Shanghai), including Anhui, has a total annual output of 3million tons; Third, the Pearl River Delta region, including Fujian, has a total annual output of 3.5-4 million tons. The corrugated box manufacturing enterprises in these three regions are among the top in the same industry in China in terms of enterprise scale, production capacity, product quality and production efficiency

Guangdong is the most mature and developed region of corrugated box industry in China. This is mainly due to the fact that Guangdong is a trade center in South China. Its output of convenience food, refrigerated food and dairy products, household appliances and electronic products is particularly large, and its demand for corrugated boxes has great potential. In addition, the huge demand of Hong Kong market has also driven the development of corrugated box industry in the region. Figures show that at present, Guangdong's carton supply to Hong Kong accounts for 30% of the province's total carton production. With the further promotion of the Guangdong Hong Kong CEPA cooperation agreement, it is believed that this number will grow rapidly. The equipment, scale, product quality and output value benefits of carton manufacturing enterprises in Guangdong Province have surpassed those of other provinces and cities. In terms of production equipment, Guangdong currently has more than 600 advanced corrugated board production lines, accounting for almost 1/5 of the national total. In terms of the scale of the industry with steady export growth, Guangdong currently has more than 3000 carton production enterprises of various sizes, dozens of packaging enterprises and enterprise groups with sales of more than 100 million yuan, and Hong Kong funded and foreign-funded enterprises are also the most concentrated in Guangdong

the Yangtze River Delta, represented by Shanghai, Zhejiang, Jiangsu and Anhui, is the region with the fastest development of corrugated box industry in recent years. At present, Shanghai has more than 120 corrugated board production lines and nearly 1000 carton production enterprises, which are basically foreign-funded enterprises and private enterprises, with nearly 10 enterprises with annual sales of more than 100 million yuan. According to the statistics of relevant departments, the sales volume of corrugated box industry in Shanghai was 1billion yuan in 1990, increased to 6billion yuan in 2002, reached 6.5 billion yuan in 2003, and is expected to reach 10billion yuan in 2010

the strong development momentum of the corrugated box industry in Zhejiang and Jiangsu is mainly due to the insufficient application of modern production technology, including township enterprises with modern production level and gradually growing, and international large-scale paper industry groups that invest in China and bring high-tech, which bring new ideas and new technologies to the industry. At present, China paper packaging development and production base (Shengda Group Co., Ltd.), China paperboard development base (Zhejiang Jingxing Paper Co., Ltd.), China paper products nanotechnology application research center (Shangfeng packaging group) and other large-scale packaging professional production bases and centers named by China Packaging Federation have all settled in Zhejiang region

the development of North China, represented by Beijing, Tianjin and Hebei, is most significantly affected by industrial economic changes. In recent years, the development of China's food industry, especially the dairy industry, has brought huge business opportunities to the corrugated box industry in this region. Dairy giants such as Inner Mongolia Yili Group, Mengniu Group, Hebei Sanlu, Beijing Sanyuan and Shanghai Guangming have invested and built factories in North China and Northeast China. They have high requirements for carton suppliers in terms of quality, scale and after-sales service, thus promoting the rapid development of carton industry in this region

from the perspective of the market, at present, there are all kinds of high, medium and low-grade products, and imported products, products of foreign-funded enterprises and domestic products are basically three pillars. The price of high-quality carton paper produced by foreign-funded enterprises is lower than that of imported products, which has occupied the market share of some imported carton paper, and also affected the sales of domestic carton paper. At present, the overseas paper industry is also very optimistic about China's corrugated box market, such as Asia's largest paper group - Indonesia's golden light Paper Group Asia Pulp and paper company (APP), the world's sixth largest paper industry, Japan's Prince paper, U.S. - funded Nine Dragons Paper, Hong Kong funded Liwen paper, Tongda paper, etc., have invested and built factories in China

Second, one of the guiding ideas of the internal division of labor in the industry is "centralized board making and decentralized box making"

after the internal structural adjustment of the industry, the Shanghai carton industry has implemented a new pattern of internal cooperative production of "centralized board making and decentralized box making". At present, most small carton enterprises have purchased corrugated board from large factories with corrugated board production lines. This production mode fully reflects the professional division of labor and cooperation of socialized large-scale production, which is conducive to the adjustment and improvement of industrial structure. The industrial division of labor overcomes the production mode of "small and complete". It not only gives full play to the advantages of large-scale production lines with good quality, improves the startup rate of advanced equipment, but also gives full play to the advantages of small-scale factories with fast turnover, small batch and multi specifications, greatly reduces the loss of base paper and improves the economic benefits of both sides, Achieved a win-win situation. The traditional stand-alone production and single-sided corrugated board units have been basically eliminated, and the production efficiency of the whole industry has been continuously improved

it must be pointed out that the implementation of "centralized board making and decentralized box making" should give full play to the coordinating role of industry associations, especially local industry associations. Achieve industry guidance and make steady progress. At present, the role of local trade associations has not been brought into full play. For example, in Gaozhou, Guangdong Province, the local area is known as the "hometown of fruits". Therefore, in recent years, the carton industry has developed rapidly in the local area. Small and medium-sized carton factories have been launched continuously. There are few large carton factories, and enterprises with three corrugated lines are even rare. Local enterprises expressed their great hope that industry associations can take the lead in coordinating the somewhat chaotic and blind situation. In addition, the implementation of "centralized board making and decentralized box making" should be carried out under the principle of voluntariness and win-win of both enterprises, focusing on the spontaneous adjustment of the market, and the rigid model of "one size fits all" should not be pursued. Enterprises are the main body of market competition, and the work of industry associations or other government agencies is to guide and coordinate
